British Broadcasting Corporation Gaza Programme Ruled a 'Serious' Infringement of Media Regulations, States UK Media Regulator

The BBC engaged in a "major breach" of industry standards by failing to disclose that the voice of a programme about the Gaza situation was the offspring of a Hamas representative, according to UK media regulator Ofcom.

An probe by Ofcom into the programme Gaza: How to Survive a Warzone has found that the programme was "materially misleading".

The head of the BBC had previously apologised, noting there had been "a significant failing in relation to factual correctness".

The authority has ordered the broadcaster to transmit a peak-time announcement about its decisions.

"Given this constitutes a major infringement of our code, we are ordering the corporation to air a announcement of our conclusions against it on the BBC's second channel at nine o'clock in the evening, with a date to be finalised," it said.

'Possibility to Damage Credibility'

The watchdog's report stated: "The inquiry we conducted found that the documentary's lack of disclosure that the voice's father served in a position in the Hamas-run government was substantially inaccurate.

"This implied that the audience did not have critical information which may have been extremely pertinent to their judgment of the voice and the content he presented.

"Confidence is at the center of the relationship between a television network and its public, notably for a public service broadcaster such as the public broadcaster.

"This failing had the risk to erode the very considerable amounts of confidence that audiences would have put in a factual film from the broadcaster about the conflict in Gaza."

The documentary was pulled from the BBC's streaming service in the month of February after the presenter's family links emerged, and in this past July an broadcaster's internal assessment found it violated the broadcaster's content policies on factual correctness.

A representative for the broadcaster stated: "The regulator's decision is in agreement with the conclusions of the corporation's inquiry, that there was a major oversight in the documentary in relation to the BBC's Editorial Guidelines on factual correctness, which reflects clause 2.2 of the regulator's media standards.

"We expressed regret for this and we agree with the regulator's ruling in full. We will follow the sanction as soon as the schedule and language are confirmed."
